Irene Ferrari - Longer careers: A barrier to hiring and coworker advancement?

Abstract
Policy changes have caused many older workers to delay retirement, but little is known about the spillover effects on firms' labor demand and coworkers' careers. We follow how Dutch firms with 5-200 workers respond to reforms that raised the Statutory Retirement Age by 13 months and doubled employment rates at targeted ages. Using monthly linked employer-employee data, we show that affected firms delay hiring, while coworkers experience delayed earnings growth and fewer promotions through effects on work hours and wages. These spillovers are large and accumulate, offsetting 48-81% of the increase in hours worked by older workers (42-71% for earnings).
