The course is among those characterizing the Master's Degree Programme in Accounting and Finance. The course aims to deepen the understanding of the economics of taxation, with a particular focus on the composition of public revenues and the taxation of different income sources, analysing its economic implications, and the main welfare programs, with specific attention to welfare expenditure and social security programs, health and pensions systems.
1. Knowledge and comprehension skills:
1.1. Understand the fundamental characteristics, objectives, and economic implications of different taxes.
1.2. Comprehend the combined effects of taxes and subsidies on the choices made by taxpayers and enterprises.
1.3. Acquire knowledge of the fundamental aspects of welfare systems (both pension and assistance), their organization, and financing.
1.4. Understand the reasons for public intervention in the provision of social services.

2. Applied knowledge and comprehension skills:
2.1. Use statistical indicators at the national and international levels to assess the characteristics of tax systems and welfare systems.
2.2. Understand the incentive structure determined by tax systems and the welfare systems, and make predictions about individual and collective behaviours.
2.3. Determine the convenience for individuals to join specific assistance programs and insurance plans.

3. Use of independent judgment:
3.1. Critically interpret the choices made by legislators.
3.2. Understand the impact of tax systems and welfare systems.
3.3. Reflect on issues related to public spending and the financing of welfare systems through analytical methods
3.4. Evaluate social assistance policies and instruments, and public spending decisions.
The course requires the knowledge of the topics covered in a course of Public economics at a three-year degree programme level.

The exam consists of a written test that aims to verify the learning of the concepts and the ability to apply them to concrete cases. There is no oral exam.
- Duration of the written exam: 1h-1: 30h
- Each answer is worth a variable number of points depending on the question.
- The final grade of the task is given by the sum of the points obtained in the answers.
- The exam is passed if the sum is at least 18.
- If the sum of the points exceeds 30, the "lode" will be awarded.

Questions can be:
- theoretical
- analytical exercises
- numerical exercises
- multiple-choice questions
- charts, tables, and financial indicators to be commented on.

The Moodle page of the course will include exercises and examples of exam questions with solutions.
The course is organized in:
a) lectures
b) classroom exercises, with Active Learning sessions guided by the teacher during the course
c) individual study.
Students are encouraged to attend classes in an active way, reading the chapters of the book before coming to class and doing the exercises (available on the Moodle platform).
