Abstract:
This paper uses structural estimation and a novel network flow algorithm to study how prices and flows of natural gas between countries are affected by the underlying network structure. The availability of a transnational pipeline network and sufficient capacity to receive or send liquefied natural gas is an important determinant in understanding the market power of different countries and their ability to transmit incentives for investment. Investment incentives are particularly important to combat upstream production externalities such as methane leakage. We contribute to the literature on gas markets by adding a research design which differs from the commonly used mixed-complementarity models by its simpler design, the focus on the role of countries located between natural gas production and the major consumption regions, and the fact that all relevant model parameters are either measured or estimated directly on the dataset used.
