Urban Korea Inc.? A critical analysis of South Korea’s export of its urban development model to Kuwait

Abstract
In recent years, the South Korean capital has strived to export its new city model to other parts of the world, including a government-to-government project with Kuwait to build a new ‘smart’ city called South Saad Al-Abdullah New City. While there have been many cases of the Western capital supporting new city development in the global South, South Korea’s entry into the Kuwaiti market is a rare case of Asian capital reaching out to a high-income country outside Asia for a new city development project. This talk critically examines the challenges faced by Korean firms and experts in the course of promoting the Kuwaiti new city construction project. In doing so, it aims to encourage a more plural understanding of heterogeneous urbanisation processes due to the growing influence of Asian urbanism and to show how urbanism as ideology, knowledge, and capital from one site is transferred to another in non-Western contexts.
