This course is included in “Attività formative affini/integrative” of the degree in "Scienze della Società e del Servizio Sociale". These activities provide a knowledge about the evolution plus the actual arrangement of Italian social services and about the social planning and social provision. Specifically this course aims to provide a knowledge about the organisation of social assistance and health services and it explores the different organisational actors’ role in social planning, management and delivery of such services. Moreover a critical thinking about the access to social services (with reference to equity, eligibility, etc.) will be elicited. Two objectives of this course can be identified: 1. understanding the organisational logics of design and delivery of social services; 2. knowing the current institutional arrangement of Italian social services and the regulation of the access to them.
Knowledge and understanding: After this course students will know the main issues of local planning and delivery of social services. Moreover they will recognize the main features of Italian social services.
Applying knowledge and understanding: At the end of the course students will be able to identify the main features (similarities and differences) of the social service organizations and the different criteria to access them. Moreover they will be able to identify the social worker's role in the social services provided by public or private sector.
Basic knowledge of Social Work and the Italian legal system
The course is divided into three parts: 1. Organisational analysis; 2. Historical evolution of social services and current repertoire of social services; 3. Social planning, management and delivery of social services. A particular attention will be paid to the regulation of the access to the social services.
1. Elements of organisational theory and analysis.
2. Historical and legislative frame: the evolution of social services; Public organisational actors and the third sector; Repertoire of social services.
3. Governance and social planning; Local social planning; Inter-municipal management of services; Outsourcing and contracting out services;Regulation of access to services: essential levels of social and health provisions; information; assessment tools; voucher; Social worker’s competence and responsibilities in the social services system with specific attention to the acceptance of a first help keeping (Social Secretariat); Integration between social and health services.

Written exam. Ten multiple choice questions and two open questions focused on the contents of the course. Every correct answer to multiple choice questions = 1,5 point; every answer to the open questions will be evaluated up to 9 points. The knowledge about the main contents of the course, the correctness and the completeness of the answers as well as the ability to summarize will be appreciated. The final mark will sum the score obtained in all the answers.
Questions for self evaluation will be provided during the course.
NB online exam (written and oral): a short report (maximum 5 pages) focused on the main issues of the course will be requested. The oral exam will be focused on the student's report and on the contents of the course. The knowledge about the main contents of the course, the correctness and the completeness of the answers as well as the ability to summarize will be appreciated. The students have to gain at minimum a 18/30 mark to be admitted to the oral exam.
