The course is one of the core subjects of the Degree Program in Economics and Governance of Public Organizations and aims to deepen the knowledge of public finance issues, with particular reference to the design of public policies and their role.
1. Knowledge and understanding:
1.1. understand the fundamental features, objectives, and economic implications of State intervention in the economy
1.2. be familiar with the new challenges at the national level and within the European Union
1.3. be familiar with the mechanisms through which governments and public-private partnerships can finance projects that foster economic growth

2. Applying knowledge and understanding:
2.1. use statistical indicators at both national and international levels
2.2. understand what the new challenges are and how they can be addressed
2.3. understand impact evaluation studies of public interventions
2.4. define long-term investments and explain their relevance in the current economic and social context

3. Making judgments:
3.1. critically interpret legislative choices
3.2. reflect on issues related to public expenditure and its financing on the basis of an analytical approach
3.3. assess the effects of policies at the national, European, and international levels
The course requires knowledge of the topics covered in a Public Finance course at the undergraduate level.
1. Climate change: the new challenges
2. Public debt: theory, history, and economic policy
3. The European Union: old and new challenges
4. The role of long-term investments (LTI) in the economy and society
5. Forms of public-private collaboration to attract long-term investors: macro, meso, and micro levels
6. The convergence of the private sector toward the creation of public value: from CSR to ESG investments
7. Role, operating principles, rules, and financial instruments of national and supranational 8. Promotional/Development Banks
8. Blended Finance mechanisms
9. Public-Private Venture Capital and other forms of hybrid financial instruments for SMEs and start-ups
10. Public-Private Partnerships (PPPs): main forms and characteristics
11. PPPs for infrastructure: contractual models (risk allocation) and financial models (advanced)
12. Impact Investing

he exam consists of a written test designed to assess the knowledge acquired during the course. No oral examination is scheduled.

- graphs, tables, and fiscal indicators to be commented on
