The program of the course aims to define the Public Administration in the collective action, taking into account the missions, the concept of specialty and its transformations, the normative function of the principles. particular attention is paid to the organizational design of the administration and to the strategies of the administrative action. The first part of the course is dedicated to the general treatment of the administrative law institutes, the second part is dedicated to the treatment of practical cases with simulation of court judgments based on jurisprudential investigations and the "administrative procedure and new technologies", especially with reference to the procedural modules at the instance
The discussion of the topics will be carried out with a critical and problematic method in order to develop the capacity to carry out legal reasoning
Knowledge of the fundamental notions of public law is required
A) State, public administration, ultrastate arrangements. Public functions. Types of organizational forms. Simplification and business model. Strategies of administrative action. Administrative power. Measures and consensual administration.
B) The dematerialization of legal documents.The regulatory design of a digital administration. The electronic administrative procedure: initiation of the final phase of the investigation. Unlawfulness of the electronic administrative procedure.

The exam will consist of a written test
The course will take place according to traditional teaching methods (lectures, seminars); on the simulation of judgments and will also make use of the testimony of experts from Independent Authorities and the Central Administration of the State, on issues related to simplification and the process of digitization.
